Occasional Paper Series
The forces of globalization have led to a renewed focus on sub-national, national, and supranational administrative systems. The public issues being faced today are increasingly global in nature and include chronic hunger, poverty, climate change, human rights, immigration, and related issues. It is important that public administrators and policymakers develop international, comparative, and development perspectives to reach the Sustainable Development Goals.

The Occasional Paper Series provides a forum for SICA and non-SICA members, including academicians, practitioners, students, instructors, and researchers in academic and practitioner contexts to reflect upon contemporary challenges faced by all.
Submission Guidelines
We invite submissions in the following formats: ​

Research Ideas: Short literature reviews and/or conceptual or methodological pieces on subjects of interest to SICA and its members. ​

Case Studies: In-depth explorations of a program, activity, event, process, or organization based on various data collection procedures. ​

Policy Briefs: A manuscript describing a public problem and recommended solution based on solid evidence. It may expand on the policy ramifications of already-published academic papers. Policy briefs are expected to reflect a transnational, comparative, and/or development focus and a sound theoretical and methodological approach. ​

Practitioner Perspectives: Open to public and private sector employees wishing to share their insights on public problems. These articles will focus on transnational, comparative, and/or development best practices, success factors and challenges, and lessons learned that could be applied in a global setting. ​

Reflections: Open to students and policy leaders who wish to share their reflections on events of interest to SICA and its members and their impact on the field of comparative public administration and development administration. ​

Book Reviews: Deep analysis of a book's merits and contribution to comparative public administration and development. ​
We publish manuscripts between 1,000-3,000 words including references. Please use APA formatting and submit it as a Word document. Graphs should be submitted as images, and tables will be accepted as embedded in the Microsoft Word text.

For online reading, we encourage authors to adopt a reader-friendly style by avoiding lengthy paragraphs, using subheadings to break up otherwise dense blocks of text, and including bullet points for lists and key points.

The Occasional Paper Series follows a double blind-review process. It is open-access and will be available via the SICA website and its social media accounts.
